Steel renewal on a ship's hull is decided by measured plate thickness against class-allowed limits, not by visual condition alone. Here is how the measurement, reporting and renewal process works.
Why thickness, not appearance, decides
Corrosion can look worse than it actually is, or hide pitting and wastage under a layer of paint. Class societies require thickness measurement at defined intervals, tied to special surveys on a roughly five year cycle, plus intermediate checks, carried out by an approved firm, because only measured data compared against the original as built thickness and the class-allowed diminution shows whether a plate genuinely needs renewal.
This protects both safety and cost. Plates that look rusty but sit within allowable limits are cleaned and coated rather than cut out, while plates that look sound but have wasted below the limit are identified and renewed before they become a structural risk, which is precisely the situation a purely visual inspection would miss.
This is also why an owner should be wary of any repair plan that renews steel based purely on a walk-through inspection. A measurement-led approach costs more upfront in survey time, but it consistently produces a more accurate and more defensible renewal scope, which matters both for safety and for the eventual class certificate. Access is a major part of the job. Staging, tank cleaning and gas freeing, and adequate lighting all need to be arranged before the survey can proceed, which is why measurement is usually coordinated together with the dry-docking or repair schedule so that measurement, survey attendance and any resulting repair happen in one continuous window rather than three separate visits spread over weeks.
Reporting format matters too. A measurement report structured to match the vessel's own tank and frame numbering, rather than a generic template, is far easier for the surveyor, the yard's steel planner and the owner's technical team to work from when deciding exactly which plates and stiffeners to renew. None of this works well without genuine cooperation between the measurement firm, the yard and the ship's own crew.
Reading the results against class limits
Readings are compared against the class society's allowable diminution for that structural member, expressed as a percentage of the original thickness. Where wastage exceeds the allowed margin, renewal is required before the relevant certificate can be issued or maintained, regardless of how the plate otherwise appears.
The class surveyor reviews the measurement report and attends critical areas in person. Substantial wastage findings are reported to the surveyor and the owner promptly, since they can significantly change the scope, and therefore the cost and duration, of the planned repair, and early reporting gives everyone involved more time to react sensibly rather than scrambling once the vessel is already mid docking.
It is worth remembering that diminution limits are set with a safety margin already built in, so a plate close to but still within the allowable limit is not an emergency, though it is often noted for closer attention at the following survey rather than ignored until then. From measurement report to renewal work

Renewal work is itself subject to survey, with welds inspected and, where class rules require it, tested before the area is closed out.
Because thickness measurement can reveal wastage beyond what was expected from the original repair specification, owners typically hold contingency in both budget and schedule for a docking.
